Yeas mount are not given to you. Even if you buy pof and the living story you won't get the griffin and skyscale like that, they are endgame projects. All mount mastery, you need PoF for mounts and LW S4 for skyscale. Latest expansion, give you basic mount, without any mastery on it.
For the Skycale you need SotO or LW Season 4, while for the Griffon you need PoF. The wiki should easily tell you their unlock conditions. Just be aware of that even though they both can fly, they can't just freely fly around, both have their own types of restrictions. the main differences are that the Skyscale is rather slow but can hover in the air, while the Griffon is more difficult to
Honestly I am curious about whether a skyscale will be necessary for the expac as well. In my case it isn't about the difficulty (although I am not fond of scavenger hunts as a form of content) but rather the fact that I dislike the skyscale and would find the content unenjoyable if I had to use one.
